Short answer: Regulation (EU) 2023/1230 on machinery will mainly apply from January 20, 2027. The date was corrected in the Official Journal of the EU; older material may therefore still show January 14, 2027.
What is replacing the Machinery Directive?
The regulation replaces the previous Machinery Directive and will be directly applicable in the Member States. It modernizes the rules regarding, among other things, digitalization, software, safety functions, machine learning, and substantial modifications.

Substantial modification
A physical or digital modification after a machine has been placed on the market can in some cases be a “substantial modification.” If the modification creates a new hazard or increases an existing risk such that additional protective measures are required, the party performing the modification may assume responsibility as the manufacturer for the modified machine.
Digital instructions
The new regulation allows for digital documentation and instructions to a greater extent, but there are detailed conditions regarding accessibility and when paper-based information must be provided.
