About this template

Rent increases and changes to terms – templates for residential leases 2026/2027

Do you need a notice of rent increase, a response to a requested rent change, or documentation for rent negotiations? This template package contains five main Swedish documents, a Swedish and an English user guide, and an Excel register with nine tabs. The templates help you distinguish a proposal for a new rent from an actual, legally binding change.

The product is intended as a working tool for standard residential tenancy conditions, not as a general opportunity to raise rent unilaterally. Read the included process checklist before sending a letter or changing a rent invoice.

How does a rent increase work?

Individual request for changes to terms

According to Chapter 12, Section 54 of the Swedish Land Code, anyone wishing to change lease terms must notify their counterparty in writing. If no agreement can be reached, the Rent Tribunal can, under the conditions of the law, review the matter. An application can normally be filed no earlier than one month after the notice was provided. This procedure cannot be used without further consideration when a negotiation order governs how the rent is to be changed.

Rent increase when a negotiation order applies

A negotiation order according to the Rent Negotiation Act (1978:304) may require collective negotiation with a tenants' organization. The negotiation order may cover multiple apartments and follow the property. In such cases, the landlord cannot normally circumvent the system by sending a standard individual letter and starting to charge the proposed amount. Document 05 is a negotiation request, not a finalized negotiation agreement.

Specifically regarding Chapter 12, Section 54 a of the Land Code

There is a narrow special procedure for certain open-ended agreements in buildings with a negotiation order when the apartment is not covered by the order. In that case, a special notice under the law's stated conditions may have certain contractual effects if the tenant does not object. This places detailed requirements on, among other things, amounts, addresses, information content, and deadlines. This package does not contain such a 54 a § notice, and the standard notice template does not create automatic acceptance.

Reasonable rent and utility value

When reviewing the rent level, the rules in Chapter 12, Section 55 can be triggered, including utility value assessment and comparison with negotiated rents. Certain tenancies have special rules, such as private rentals, presumption rent, or adjusted rent. The correct system must be chosen for the residence. The package does not establish a legal percentage or guarantee that a certain requested increase is reasonable.

Excel register with nine tabs

Overview · Dwellings · Proposals · Responses · Negotiations · Agreements · Decisions · Control · Read me. Excel can compile registered cases and calculate the difference between current and proposed rent amounts, expressed in SEK and percentage. Proposed amounts are registered separately from agreed and verified rents. No calculation field changes the agreement, makes a legal reasonableness assessment, calculates specific legal deadlines, or establishes Rent Tribunal decisions.

How to use the documents

  1. Identify the rental object and check which regulatory framework applies.
  2. Check if the property is subject to a negotiation order and which tenants' organization is a party.
  3. Fill in the process checklist and then choose the correct form for individual or collective handling.
  4. Register current and proposed rent in Excel without booking the proposal as current rent.
  5. Send the relevant document to the correct recipient and retain proof of actual receipt.
  6. Document responses, negotiation meetings, and any objections.
  7. Introduce a new rent amount only when the agreement, decision, and applicable date are legally verified.

Frequently asked questions

Can the landlord raise the rent just by sending a letter?

No, not as a general rule. It depends on the agreement, applicable law, negotiation order, and whether a valid agreement or decision exists. The included Section 54 template is a request for a change in terms.

Must rent increases always be negotiated with the Swedish Union of Tenants?

No. If a negotiation order applies to the apartments in question, negotiation with the relevant tenants' organization may be required. Without such an order, individual change according to the law's conditions may be possible.

What happens if the tenant does not respond?

Failure to respond to a standard Section 54 notice is not automatic consent. Special rules exist in Section 54 a for a limited situation; that process requires special advice and is not included as a completed form.

Can Excel calculate the maximum permitted rent increase?

No. Excel only calculates the difference between the user's amounts. Reasonableness and the applicable rent-setting model must be assessed separately.

Is this a template for termination of a lease agreement?

No, the package concerns a desired change in lease terms. Termination, forfeiture, and moving out have special rules.

Are the main documents translated into English?

No. The main forms are in Swedish. The English User Guide explains the content and the Swedish process.
