Svensk Byggtjänst describes MER as measurement and compensation rules linked to AMA and states that the rules apply as contract documents once they have been incorporated into the contract. MER Anläggning 26 is published, but is not automatically applicable to a project. The Swedish Transport Administration (Trafikverket) also emphasizes that the individual contract governs the method and working procedure. This product consists of self-produced work templates – not licensed AMA/MER terms or the official Trafikverket TMALL 0530.

Prepare items with Item ID, contract quantity, unit, and unit price. Register measurement IDs, measured quantities, measurement basis, and review status in separate sheets. The adjustment sheet calculates the difference reconciled quantity minus contract quantity and an indicative financial difference using the applicable entered unit price.

The dashboard distinguishes between indicative adjustment and "Approved per contract", where a specific sum only pulls rows marked with that exact status. This status should only be used when an actual decision is in place. Empty registers show 0 registered cases and 0 SEK – this is not a certificate of approved finances.

How to use the bill of quantities – step by step

  1. Establish the contract documents. Identify contract number, correct agreed form of contract, document ranking, compensation model, and any precisely agreed MER edition.
  2. Create the quantity items. Give each item a unique ID and define scope, unit, contract quantity, contract source, and relevant technical descriptions.
  3. Check the unit prices. Ensure what is included in each price and any rules regarding quantity variation, measurement, index, and change work.
  4. Perform actual measurement. Document location, date, measurement method, responsible person, drawing revision, and verifiable measurement data in the measurement report.
  5. Separate proposals from decisions. Enter the proposed difference into Excel and the adjustment protocol. Only mark as "Approved per contract" once the necessary party decision has been documented.
  6. Avoid double counting. Review links to Change Orders (ÄTA), other pricing, and previous adjustments.
  7. Perform final reconciliation. Compile approved amounts, open claims, disputed items, reservations, payments, and signed decision documents.

Quantity adjustment according to MER, AMA, and construction contracts

MER is not a law. It consists of privately developed rules for measurement and compensation, adapted to the AMA system, which become applicable once they are incorporated into the individual contract. MER Anläggning 26 is a published edition, but older editions or other MER series may apply to a project. Always check the actual contract, application rules, and any special deviations before measuring quantities or calculating compensation.

It is important to distinguish between contract quantity, actually measured quantity, compensable quantity, and agreed financial adjustment. A deviation in quantity or an Excel amount does not necessarily mean a right to additional payment. Form of contract, item description, valid notices, authority, and agreed compensation model can have a decisive impact. AB 04 or ABT 06 only apply when they have been agreed upon.

Important limitation – not official MER/AMA terms.

The package provides original templates, calculation sheets, registers, and guides, not copies of copyright-protected AMA/MER texts, a substitute for technical quantity take-offs, or an official government template. It is not a finished tender estimate with actual quantities. Project-specific check by competent expert and possible legal review may be required.

Frequently asked questions about bills of quantities and quantity adjustment

What is a bill of quantities?

A structured list of work and quantity items, usually with ID, technical description, unit, contract quantity, and sometimes unit price. It can form part of the tender or contract documents.

Does MER Anläggning 26 apply automatically?

No. The fact that the edition is published does not mean it is agreed upon in your project. Identify which MER edition and which specific contract rules actually apply.

Can Excel calculate quantity differences and money?

Yes. Enter the actual contract quantity, reconciled quantity, and unit price to calculate an indicative difference. This is not the same as an approved payment claim.

Can the package replace MER, AMA, or Trafikverket's bill of quantities?

No. These are self-produced general templates and not copied or licensed standard terms or Trafikverket's TMALL 0530.

What differentiates quantity adjustment from Change Orders (ÄTA)?

Quantity adjustment refers to the financial handling of quantity differences according to the current contract; Change Orders (ÄTA) apply to changes, additions, and deleted work. They can affect each other but should not be confused or double-counted.

Are the templates in English?

The five master templates are in Swedish. A separate English user guide is included for international participants.
